I've chatted with our designer about this, and there's a key distinction in our thinking that's worth sharing. We treat the UX for the content editing screen differently than, say, the field group editor, because it's built for end-users (your clients) who might not be as technical.
For the content editing experience, we prioritise simplicity and try to avoid overwhelming users with too many options. We consider actions like ‘rename’ and ‘disable to be secondary compared to the main tasks of just adding, duplicating or deleting a layout. By moving them into the popover, the goal is to reduce complexity and cognitive load for the end-user, keeping the main layout bar more focused.
It's a tricky balance to get right, but we'll definitely keep this in mind as we watch how people use the new UI. Appreciate you taking the time to write it up
