PROPOSED CHANGE: Allow Owner-level users change the default Technical Contact in the user portal.
WHY: Currently, users must contact Support to change the default technical contact on an account, and often they don't know that they need to do this in the first place. This sometimes leads to situations where the owner has changed, the technical contact is no longer associated with the client, or the contact is unavailable, and the "wrong" person gets the email and login info for new environments. An example is chat #6318106 wherein the technical contact was the owner's previous email address and he was OOO, so when another user created an environment he couldn't log in and the owner wasn't available to create a user for him.
