Mac High Sierra - Local hangs on "Starting up Site Services"

Users running High Sierra are unable to create new sites in Local.
The general issue appears to be related to not being able to connect to MySQL.
This was first reported in this Community Forum post:
A workaround does exist:
- While creating a new site that is hanging
- Create a second, throw-away site
- By creating the second site, the first site is able to finish creating, and the second site is able to be deleted without any issues.

Same problem and the workaround does not work.

Still an issue.. Just tried the workaround for a site that wouldn't import. The new site was created and the hanging site import vanished into thin air.
edit: I retried the import - I had changed the default extension to .develop (from .local) before importing. In the import step, I manually edited the .develop to use .local (the original site used that extension) and it seems to have worked. Not sure if that was the solution or just a coincidence. The import script should detect that inconsistency and add error handling if that is the issue.

FYI - This issue still exists on macOS High Sierra 10.13.6
Local Version 5.7.2+4801. The workaround works with Local 5.7.2+4801.
